About Us

Mary Reynolds, AICP, Principal
Mary Reynolds has eight years of economic development experience at the local and regional levels.  In Henrico County’s Department of Revitalization, she strengthens small businesses through County grants for design assistance and facade improvements, and organizes business training workshops on marketing, design, and other topics. In 2007, her work earned a National Association of Counties Award for “Marketing and Promotion of the Enterprise Zone.” She also coordinated Virginia’s Regional Competitiveness Program and Virginia’s micro-enterprise program. During her tenure as Research Associate with the International Economic Development Council (IEDC), she provided consulting services to West Fargo, ND, King County, WA, and Matanuska-Susitna, AK. At IEDC, she conducted a workshop on “Neighborhood Retail Development” at the U.S. Department of Justice Weed and Seed Conference in 2001.  She teaches graduate and undergraduate planning courses at Virginia Commonwealth University in Richmond, Virginia.  She is a member of the American Institute of Certified Planners (AICP), the International Council of Shopping Centers, and the Urban Land Institute.

John Accordino, PhD, AICP, Consultant
John Accordino
is an Associate Professor and Coordinator of the Master of Urban & Regional Planning Program at Virginia Commonwealth University. Over the past 20 years, he has developed a metric for determining market potential and has tested it through numerous commercial-district-revitalization analyses conducted for local governments, retail merchants’ associations and community-based development organizations.   His teaching and publications focus on the field of community economic-development planning and revitalization.  He has published in numerous journals including Journal of the American Planning Association, Practicing Planner, Urban Redevelopment Project Financing, and Journal of Urban Affairs.  In addition, he has published Community-Based Development: An Idea Whose Time Has Come, Working Paper, Federal Reserve Bank of Richmond, 1997.  Dr. Accordino serves on the Board of the Virginia Downtown Development Association, and leads workshops in Economic Restructuring for Virginia Main Street. He is a member of American Institute of Certified Planners and the Urban Land Institute.
